According to Nanking Government regulations dynamite

gelignite and detonators can only be imported into China under

cover of a Central Government huan. To allow goods referred to in your Excellency's telegram to go forward from Hongkong

without authorisation from Central Government would therefore

be a violation of verbal assurances. We have always given to

Waichiaopu that longkong Government except in so far as it is

restricted by stipulation of Barcelona convention lend their

full co-operation to securing strict observance of regulations

issued by Chinese Government regarding importation of munitions

of war into China. It would also make it difficult to reply

to Waichiaopu memorandum of December 27th, see my despatch

No. 5.

2. If Foreign Office authorises such action (see my

telegram No. 178 to the Foreign Office) and firm concerned

desires me to do so I should be prepared to take up matter with

Waichiaopu and request them to issue necessary huan for goods

in question.
